Announcement of Procurement of Services of Project Analyst

The Regional Environmental Centre for the Caucasus (“REC Caucasus”) as an independent contractor of UNIDO is involved in implementation of the GEF Enabling Activity “Reduction of industrial persistent organic
pollutant chemicals in manufacturing and recycling sectors through life-cycle approaches in Georgia” (hereinafter called “the project”). The RECC has signed an Implementing Partner Agreement (hereinafter called the “IPA”) with UNIDO for implementation of the project.
REC Caucasus is seeking for procurement of Services of Project Analyst within the framework of the Project and therefore makes the present announcement.
1. DURATION OF THE ASSIGNMENT
Assignment is envisaged to be carried out during the period from February 3 2025 to February 3, 2026 (12 months).
2. TERMS OF REFERENCE
For details on the services to be provided (deliverables, qualification requirements etc.) please refer to the attached Terms of Reference – see attachment 1 – Terms of Reference to this announcement.
3. PARTICIPATION
Participation is open to all Georgian nationals (natural persons) participating individually.

The Tender Submission Form (technical and financial offers and supporting documentation) must be placed together in a sealed envelope.
All tenders must be submitted in one original, marked “original”, and 2 copies signed in the same way as the original and marked “copy”.
6. EVALUATION
Evaluation will be made in accordance with the quality/price-based selection method per REC Caucasus procedures and rules. The best value for money will be established by weighing technical quality against price on an 80/20 basis.
The quality of each technical offer will be evaluated in accordance with the award criteria and the associated weighting as detailed in the evaluation grid specified in the Terms of Reference.

The deadline for submission of application: January 24, 2025, 18:00 Georgian Time.
