The Regional Environmental Centre for the Caucasus (REC Caucasus) in partnership with Dedoplistskaro Municipality (Georgia) is involved in implementation of EU financed Project on Establishment of Vashlovani Biosphere Reserve in Kakheti Region as a Model for Inclusive and Sustainable Growth. The Project start day is February 1, 2019 and planned end day January 31, 2021.
REC Caucasus is seeking for procurement of service contract for services of technical assistance of an international expert on biosphere reserves to the EU financed project “Establishment of Vashlovani Biosphere Reserve in Kakheti Region as a Model for Inclusive and Sustainable Growth” (Georgia).
1. THE PROJECT DESCRIPTION
Overall objective of the project is to improve living conditions and quality of life of local communities in Kakheti region due to inclusive and sustainable growth and sustainable management of natural resources at local level.
The specific objective of the project is establishment of Vashlovani Biosphere Reserve in Kakheti region (through formal submission for international designation of Vashlovani Biosphere Reserve by UNESCO for its further inclusion into the World Network of Biosphere Reserves) as model for inclusive and sustainable growth at local level with increased role and participation of local authority in multilevel governance and cross-scale coordination between national, regional and local levels for sustainable management of planned Biosphere Reserve’s common-pool natural resources.
2. ASSIGNMENT
Assignment is envisaged to be carried out during the period of March, 2020 – January, 2021.

5. MAXIMUM CONTRACT VALUE
Maximum budget available for this assignment is 21,360 EUR.
6. EVALUATION
Evaluation will be made in accordance with the quality- cost based selection method.

7. SUBMISSION OF TENDERS
The tender comprises of a Technical offer and a Financial offer and these must be submitted in separate envelopes.
Tenders must be submitted using the double envelope system (for visualisation please see file “Double Envelope System.jpg” in TENDER DOSSIER-021RECCGEU-2020-SRV-15-62.zip file), ie, in an outer parcel or envelope containing two separate, sealed envelopes, one bearing the words “Envelope A – Technical offer” and the other “Envelope B – Financial offer”.
Each Technical offer and Financial offer must contain one original, clearly marked “Original”, and 3 (Three) copies, each marked “Copy”.
All parts of the tender other than the financial offer must be submitted in Envelope A (ie, including the Tender submission form and its annexes).
Any infringement of these rules (eg, unsealed envelopes or references to price in the technical offer) is to be considered a breach of the rules, and will lead to rejection of the tender.
8. DEADLINE
The deadline for submission of tenders is: 28 February, 2020 17:00 Local Time at REC Caucasus.
