SUBJECT: Procurement of Road Information Signs in the Three Alazani Rivers Biosphere Reserve

BACKGROUND

UNESCO biosphere reserves (BRs) serve as model regions for sustainable development, supporting the 2030 Agenda and the 17 Sustainable Development Goals. As sustainability laboratories, BRs combine natural resource protection with economic and social development.

The Three Alazani Rivers Biosphere Reserve in Georgia, designated by UNESCO in 2022, is among the country’s first BRs. To build the management body’s capacity and ensure coordinated and effective management, the project “Biosphere Reserves as Model Regions for Sustainable Development – Capacity Development for Coordinated and Effective Management of the Three Alazani Rivers Biosphere Reserve in Georgia” was launched in 2023. The project is funded by the International Climate Initiative (IKI) and commissioned by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), through GIZ under the project “Policy Dialogue and Knowledge Management on Climate Protection Strategies” (DIAPOL-CE).

REC Caucasus seeks proposals from qualified individuals or firms to design, produce, and install road information signs in the Three Alazani Rivers Biosphere Reserve.

SCOPE OF WORK

The selected contractor will be responsible for:

  • Selecting locations for five (5) road information signs at the entrances of the Biosphere Reserve and one (1) informational board.
  • Coordinating locations with REC Caucasus, Akhmeta Municipality, Tusheti Protected Landscape Administration, Batsara and Babaneuri Protected Areas Administrations, Ministry of Environmental Protection and Agriculture, and GIZ.
  • Preparing detailed designs for the signs and board.
  • Developing an installation project (including technical drawings, materials specifications, cost estimates, etc.).
  • Producing the road signs and informational board as per approved specifications.
  • Installing the signs and board at agreed locations.

ELIGIBILITY CRITERIA

Interested applicants must meet the following criteria:

  • Technical and financial capacity to complete the assignment within the given timeframe.
  • Compliance with Georgian regulations on road signage and public infrastructure.

SUBMISSION REQUIREMENTS

Applicants are required to submit:

  1. Technical proposal, including methodology and work plan.
  2. Financial proposal, specifying costs in GEL (excluding VAT).

PARTICIPATION

Participation is open to all Georgian nationals (natural persons) and legal entities.

NOTIFICATION OF AWARD AND CONTRACT SIGNING

  • Only the successful applicant will be notified via email.
  • The selected applicant must sign and return the contract within five (5) working days of receiving it.
  • Failure to comply may result in annulment of the award, with REC Caucasus reserving the right to select another applicant or cancel the process.
  • Unsuccessful applicants may request feedback via email.
