ANNOUNCEMENT: PROCUREMENT OF ORTHO-PHOTOS AND TOPOGRAPHIC MAPS

SUBJECT: Procurement of Services for the Preparation of Ortho-Photos and Topographic Maps for Tabatana Village in Akhmeta Municipality

BACKGROUND

UNESCO biosphere reserves (BRs) are model regions for sustainable development and serve as ideal instruments to support the fulfillment of the 2030 Agenda and the 17 Sustainable Development Goals. As laboratories for sustainability in practice, BRs combine the protection of natural resources with social and economic development, thereby helping to secure the future of human society.

Three Alazani Rivers BR in Georgia, as one of the first BRs in the country, was designated by UNESCO in 2022. To build capacities of the BR management body and ensure effective and coordinated management, the project “Biosphere Reserves as Model Regions for Sustainable Development – Capacity Development for Coordinated and Effective Management of the Three Alazani Rivers Biosphere Reserve in Georgia” was launched in 2023.

The project is funded by the International Climate Initiative (IKI) and commissioned by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) within the project “Policy Dialogue and Knowledge Management on Climate Protection Strategies” – DIAPOL-CE.

To support sustainable development in Tabatana Village, Akhmeta Municipality, REC Caucasus is seeking proposals from qualified individuals or firms for the provision of consultancy services for the preparation of ortho-photos and topographic maps of a 41-hectare area, which is crucial for the Urban Development Plan.

SCOPE OF WORK

The selected consultant(s)/applicant will be responsible for:

  1. Preparation of a detailed ortho-photo of the project area.
  2. Preparation of a detailed topographic map in compliance with the Government of Georgia’s regulations on spatial planning and urban development.
  3. Mapping of key natural and man-made features, including trees, rivers, springs, and above-ground communications.
  4. Development of a 3D topographic map in digital format (.dwg).
  5. Production of a 2D topographic map in physical format with wet stamp and signature, in the Georgian language.

ELIGIBILITY CRITERIA

Interested applicants must meet the following criteria:

  • Professional Experience: At least three (3) completed projects related to ortho-photo and topographic mapping.
  • Technical Capacity: Must have geo-cors support from the National Agency of Public Registry and use GPS equipment integrated into the geo-cors system. LIDAR scanning and aerial photogrammetry methods may also be utilized.
  • References: A letter of completion/reference from previous clients must be provided.

SUBMISSION REQUIREMENTS

Applicants are required to submit:

  1. Technical Proposal, including a work plan, methodology, and expected outcomes (max. 10 pages).
  2. Financial Proposal (submitted separately from the technical proposal).
  3. CV(s) or company profile, highlighting relevant experience.
  4. Geo-cors support certificate from the National Agency of Public Registry.
  5. Specifications of GPS equipment, demonstrating integration with the geo-cors system.

PARTICIPATION

Participation is open to all Georgian nationals (natural persons) and companies participating individually.

NOTIFICATION OF AWARD AND SIGNATURE OF THE CONTRACT

Only the successful applicant will be contacted and informed via e-mail that its application has been accepted.

Within 5 working days of receipt of the contract, the selected applicant must sign and date the contract and return it to REC Caucasus for counter-signature.

Failure to comply with this requirement may lead to annulment of the decision, and the contract may be awarded to another applicant or the selection procedure canceled.

Unsuccessful applicants may request information on the outcomes of the selection process via e-mail.
