Georgia initiates ratification of Kigali amendment of The Montreal Protocol on Substances that Deplete the Ozone Layer
On November 27, 2019, at Conference Hall of the Environmental Education and Information Center of the Ministry of Environmental Protection and Agriculture of Georgia, The Regional Environmental Centre for the Caucasus (REC Сaucasus) held Stakeholder Dialogue on “Support Ratification of the Kigali Amendment to the Montreal Protocol and Getting Prepared for the HFC phase-down”.
The Ministry of Environmental Protection and Agriculture of Georgia has decided to take steps to address HFCs (Hydrofluorocarbons), herewith submitting a proposal for activities to facilitate ratification of the Kigali amendment and related development of a licensing system, as well as capacity building related activities for adopting alternatives to HFCs.
The workshop was organized with the support of Multilateral Fund for the Implementation of the Montreal Protocol as a part of project “Enabling Activities for HFC phase-down in Georgia “, implemented by UN Environment and MEPA jointly. The Project is executed by The Regional Environmental Centre for the Caucasus (REC Caucausus).
Around 20 participants gather in a Stakeholder Forum to discuss interim results of the Regulatory analyses of national Legislation on the protection of the ozone layer, related gaps and HFC (Hydrofluorocarbons) phase-down policy options. The stakeholder dialogue joins representatives of the Ministries of international organizations with representatives from the Parliament of Georgia as well as the Ministry of Environmental Protection and Agriculture, Ministry of Finance, Ministry of Economy and Sustainable Development, Ministry of Foreign Affairs, Ministry of Education and Science, Customs Department of Revenue Service, International Organizations and representatives of private sector.
In this forum stakeholders review the linkages of Kigali Amendment to the Montreal Protocol with the achievements of following nationally adapted Sustainable Development Goals: take urgent action to combat climate change and its impacts (SDG 13), end poverty in all its forms everywhere (SDG 1) and zero Hunger (SDG 2). The stakeholder forum is exemplary for a constructive dialogue on HFC policy options promoting climate-friendly and energy-efficient technologies and the importance of adopting safety standards.
