Technical Assistance Meetings For The Monitoring Of The Sustainable Energy And Climate Action Plans (SECAP) For The Covenant Of Mayors’ Signatory Municipalities Were Completed

From September 8 to September 10, 2023, within the project “Integrated Transparency Framework”, the Regional Environmental Centre for the Caucasus (REC Caucasus) held three technical assistance meetings for the monitoring of the Sustainable Energy and Climate Action Plans (SECAP) by the Covenant of Mayors’ (CoMCE) signatory municipalities and state representatives.
The event was attended by representatives of 21 Covenant of Mayors (CoMCE) signatory municipalities and state representatives from 3 regions. The above-mentioned three technical assistance meetings focused on discussing the final structure, monitoring, and technical details of the Sustainable Energy and Climate Action Plans (SECAP). As a result of expert presentations, the participants of the meeting had the opportunity to get acquainted with detailed information regarding SECAP monitoring. Also, during the group work, the participants shared their experiences with each other and presented a number of presentations regarding their future plans and cooperation with REC Caucasus.
During the event, the following topics were discussed – the purpose and importance of SECAP monitoring, the process of the monitoring, two types of monitoring, the main requirements, and the detailed plan for the preparation of the monitoring report. Participants also acquired knowledge on how to input data related to the monitoring of mitigation and adaptation actions into monitoring Excel spreadsheets and how to update inventory data in the Climate Change Online Data Management System – itf.mepa.gov.ge. Accordingly, the meetings included both theoretical and practical exercises.
The event was moderated by Natia Pirashvili, the National Capacity and Institutional Development Expert. Technical assistance was provided by Kakhaberi Mdivani, the project’s Chief Technical Advisor, and Medea Inashvili, the Project Expert.
Three event was held within the Global Environment Facility (GEF) funded project “Integrated Transparency Framework”. The project was initiated by the Ministry of Environmental Protection and Agriculture of Georgia (MEPA), implemented by the United Nations Environment Programme (UNEP), and executed by the Regional Environmental Centre for the Caucasus (REC Caucasus).

დასრულდა ტექნიკური მხარდაჭერის შეხვედრები მდგრადი ენერგეტიკისა და კლიმატის სამოქმედო გეგმების (SECAP) მონიტორინგისთვის მერების შეთანხმების ხელმომწერ მუნიციპალიტეტებთან

კავკასიის რეგიონულმა გარემოსდაცვითმა ცენტრმა (REC Caucasus) 2023 წლის 8 სექტემბრიდან 10 სექტემბრის ჩათვლით, პროექტის „ინტეგრირებული გამჭვირვალობის ჩარჩო“ ფარგლებში, მერების შეთანხმების ხელმომწერი მუნიციპალიტეტების მიერ მდგრადი ენერგეტიკისა და კლიმატის სამოქმედო გეგმების (SECAP) მონიტორინგის ტექნიკური მხარდაჭერის მიზნით, სამი შეხვედრა გამართა.
შეხვედრებში მონაწილეობა მიიღეს მერების შეთანხმების (CoMCE) ხელმომწერი 21 მუნიციპალიტეტისა და 3 რეგიონში სახელმწიფო რწმუნებულის ადმინისტრაციის წარმომადგენლებმა. აღნიშნული სამ-დღიანი ტექნიკური მხარდაჭერის შეხვედრა დაეთმო მდგრადი ენერგეტიკისა და კლიმატის სამოქმედო გეგმების (SECAP) საბოლოო სტრუქტურის, მონიტორინგისა და ტექნიკური დეტალების განხილვას. შეხვედრის მონაწილეებს ექსპერტების პრეზენტაციების შედეგად საშუალება მიეცათ გაცნობოდნენ SECAP-ის მონიტორინგის საკითხებთან დაკავშირებულ დეტალურ ინფორმაციას. ასევე, შეხვედრის მონაწილეებმა ჯგუფური სამუშაოების განმავლობაში ერთმანეთს გაუზიარეს საკუთარი გამოცდილებები და წარადგინეს პრეზენტაციები სამომავლო გეგმებისა და REC Caucasus-თან თანამშრომლობის შესახებ.
ღონისძიებისას ყურადღება გამახვილდა SECAP-ის განხორციელების მონიტორინგის მიზანსა და მნიშვნელობაზე, მონიტორინგის პროცესზე, ორი ტიპის მონიტორინგსა და ძირითად მოთხოვნებზე და მონიტორინგის ანგარიშის მომზადების დეტალურ გეგმაზე. მონაწილეებმა ასევე, აითვისეს მონიტორინგის Excel-ის ცხრილებში სამიტიგაციო და საადაპტაციო ღონისძიებების მონიტორინგთან დაკავშირებული მონაცემების შეტანა და კლიმატის ცვლილების მონაცემთა მართვის ელექტრონულ სისტემაში – itf.mepa.gov.ge – ინვენტარიზაციის მონაცემების განახლება. შესაბამისად, შეხვედრები მოიცავდა როგორც თეორიულ, ისე პრაქტიკულ სავარჯიშოებს.
ღონისძიებას მოდერაციას უწევდა პროექტის შესაძლებლობებისა და ინსტიტუციური განვითარების ექსპერტი ნათია ფირაშვილი, ხოლო ტექნიკურ მხარდაჭერას პროექტის მთავარი ტექნიკური მრჩეველი კახაბერ მდივანი და პროექტის ექსპერტი მედეა ინაშვილი.
სამ-დღიანი ტექნიკური მხარდაჭერის შეხვედრა გაიმართა გლობალური გარემოსდაცვითი ფონდის (GEF) მიერ დაფინანსებული პროექტის „ინტეგრირებული გამჭვირვალობის ჩარჩო“ ფარგლებში. პროექტი ინიცირებულია საქართველოს გარემოს დაცვისა და სოფლის მეურნეობის სამინისტროს (MEPA) მიერ. პროექტის განმახორციელებელია გაეროს გარემოსდაცვითი პროგრამა (UNEP), ხოლო აღმასრულებელი კავკასიის რეგიონული გარემოსდაცვითი ცენტრი (REC Caucasus).
