Project Objective:

Support country-driven institutional strengthening at the national level, in the context of an integrated approach to address the financing of the sound management of chemicals and wastes, taking into account the national development strategies, plans and priorities of each country, to increase sustainable public institutional capacity for the sound management of chemicals and wastes throughout their life cycle. Institutional strengthening under the Special Programme will facilitate and enable the implementation of the Basel, Rotterdam and Stockholm conventions, the Minamata Convention and the Strategic Approach to International Chemicals Management (SAICM).

Project Components:

  • Creation of the governmental permanent inter-agency working group (IAWG) on waste and chemicals management – incl. development of Exit Strategy Document on funding of IAWG work in the long-term period;
  • Undertake a comprehensive gap analysis on coordination for sound management of chemicals and provide package of legal amendments on chemicals and waste management with due gender consideration;
  • Establish integrated data base as a new mechanism to systematize joint information and data gathering for information sharing and reporting under the Basel, Rotterdam, Stockholm and Minamata Conventions and the Strategic Approach to International Chemicals Management (SAICM);
  • Conduct awareness raising and capacity-building activities including training-of-trainers on SAICM and implementation aspects of BRS and Minamata Conventions;
  • Monitoring, evaluation and financial audit.
