Project Title – EU ENPI East – Waste Governance

Background

Sustainable development and sound environment management are key issues within the European Neighbourhood Policy. Consequently, ENP Action Plans contain actions to enhance environmental governance, address issue-specific environment concerns as well as promote international, regional and cross-border co-operation on environment issues.  The “Waste Governance Project” described in the present document has been conceived within this context and is based on significant consultations with key stakeholders in the course of a project formulation mission to all the partner countries, except Russia, during August 2008.

The ENPI Eastern Regional Programme Strategy Paper for the period 2007 – 2013, sets out the scope of the agreed Action Programme in which ‘environment’ and ‘waste management’ have been identified as key areas for cooperation.

As stated in the Strategy Paper and confirmed in the course of the project formulation mission, “lack of proper waste management practices and infrastructure is a serious concern throughout the region. Prevention, collection, treatment, recovery and final disposal need to be stepped up”.  It follows that actions are required at both the national and the regional scales.

Objectives

Overall objective of the project, of which this contract will be a part, is to reduce the risks arising from inappropriate management of wastes in the ENPI East, that thereby create environmental pollution hazards to the community and to natural resources, through cooperation with, and among, partner states in the region.

Specific objective is to improve the management of waste by promoting higher standards at waste facilities, more effective waste prevention initiatives, increased capacities for waste collection and sorting, as well as increasing reuse, recovery and safe disposal of waste. The activities should contribute to the wider objective of promoting more sustainable consumption and production patterns in the Eastern ENP Partner Countries, in order to ensure a more holistic approach to minimising environmental impacts and maximising social benefits.

The project goal is to support sustainable consumption and production practices and to maximise social benefits by improving the management of waste through promotion of higher standards at waste facilities, more effective waste prevention initiatives, increased capacities for waste collection and sorting, as well as increasing re-use, recovery, and safe disposal of waste.
