Project Title – Views from the Frontline
Views from the frontline project is focused to promote building a preventive culture within the population aimed to provide the necessary evidence and knowledge for more effective Disaster Risk Reduction /DRR/ policy and practice at national and international levels within the context of the HFA framework and promote learning and planning approach to identify the main challenges and constraints facing at-risk communities and develop practical recommendations and ways to improve progress.
Objectives:
A. To provide an independent global overview of progress towards developing effective local governance for implementation of the HFA
B. To strengthen public accountability for effective HFA implementation by establishing independent local-level policy monitoring and reporting processes
C. To increase dialogue and interaction between local authorities, civil society and community stakeholders to monitor progress, share information, formulate policy positions, develop partnerships and coalitions and contribute towards multi-stakeholder efforts to implement the HFA on the ground
Outcomes:
A. Increased public awareness on DRR and understanding of role and importance of local governance to support effective implementation of the HFA at the local level
B. Adequate understanding and trust between public, civil society and community stakeholder responsible for disaster risk reduction
C. Adequate practical experience, capacity, knowledge and learning of all sectors on DRR
D. Effective research, analytical and advocacy capabilities among project participants
E. Increased political commitment for disaster risk reduction investments at the local level
F. Increased public awareness, ownership and demand for building safety and resilience
Project Participants:
To implement ‘Views from the Frontline’, national focal points will need to be established in each of the participating countries. These are called ‘National Coordinating Organisations’ (NCO). In this project the role of NCO is assigned to REC Caucasus Armenia BO.
NCOs coordinate the review process and promote participation of a broad range of Civil Society Organisations and community leaders at the national and local levels (‘Participating Organisations’). In addition, NCOs lead on the analysis and dissemination of the results, holding of consultations and drafting of the national report which outlines summary findings and recommendations.
Participating Organisations (PO) – implement the review process at the local level; opening up dialogue with local government officials and community representatives through use of the survey questionnaires, discussions and consultations, and gathering of case studies. The POs collaborate with the NCOs who draw all this information together at a national level.
NCOs collaborate with their Regional Node (RN) (OXFAM GB). The RN will support its region’s NCOs in the implementation process and assist in furthering cross-country linkages and learning between participating countries within the region. NCOs and the Regional Nodes will also collaborate to adapt the methodology and tools to their national and regional contexts, the Regional nodes form part of the Global Network Secretariat, which includes representatives from each of the regional nodes and is responsible for overall coordination of the project.
