The Regional Environmental Centre for the Caucasus (REC Caucasus) announces a vacancy for MDCP (Municipal Development Coordination Platform) National Policy Expert within GEF funded project “Georgia`s integrated transparency framework for implementation for the Paris agreement”

REC Caucasus is executing the project “Georgia`s integrated transparency framework for implementation for the Paris agreement”, which aims to meet the enhanced transparency framework (ETF) requirements under the Paris agreement.

Overall objective of the project is to propose actions that will allow the country to use more detailed level of emissions calculation to better track the trend of emissions changes in the sector and to check the level of measurement, reporting and confirmation.

Project title: Georgia’s Integrated Transparency Framework for Implementation of the Paris Agreement

Background:

The Paris Agreement, adopted at the 21st Conference of Parties (CoP) in December 2015, sets out a global action plan that puts the world on track to avoid dangerous climate change by limiting global warming to well below 2°C. The Agreement refers to ‘Nationally Determined Contributions’ (NDCs) that each individual country should make to achieve the worldwide goal set of reducing anthropogenic emissions of greenhouse gases. As part of this Agreement, all countries agreed to an enhanced transparency framework (ETF) for action and support (Article 13), with built-in flexibility which considers Parties’ different capacities and builds upon collective experience. For Georgia there is a need to set up new transparency governance structures, develop and implement MRV procedures, and update, implement, and integrate new data and information flows with pre-defined periodicity. Two parallel ongoing climate activities at the central and local levels in the country need to be aligned under the Domestic Enhanced Transparency Framework. The clear, comparable, accountable and flexible MRV system should integrate mitigation strategies, measures and their effect into the national level. A key condition for successful implementation of the Paris Agreement’s transparency requirements is the provision requiring adequate and sustainable financial support and capacity building to enable developing countries to significantly strengthen their efforts to build robust domestic and regulatory processes. For the above purposes, the GEF Funded Project “Georgia’s Integrated Transparency Framework for Implementation of the Paris Agreement” is planned to be implemented in Georgia.

Project activities to be undertaken:

The overall objective of the project is to meet the enhanced transparency framework (ETF) requirements under the Paris Agreement.

Project Components: 

1.    Strengthening vertical integration in Georgia for transparency-related activities;
2.    Georgia’s National greenhouse gas (GHG) Inventory system and HFC data management system are aligned to the enhanced transparency framework (ETF);
3.    Climate Change Mitigation in Georgia’s transparency system
.

OBJECTIVE AND SCOPE OF THE ASSIGNMENT

RECC engages National Expert for preparation the Municipal level MPGs and templates for SECAP chapters based on synthesized best international practices and to support in elaboration of at least 12 municipalities for SECAP development.

Specific Objective of the Assignment 

The Expert will be responsible for provision MPGs for SECAP chapters, such as municipal circumstances, GHGI, PaMs for mitigation and adaptation, and support needed for development of:

•    SO1 Basic guiding documents (under activity 1.1.1) to support ETF implementation at the municipal level;

•    SO2 Presentation to the members of Covenant of Mayors Signatory Municipalities’ Coordination Group of Climate Change Council on measuring, reporting and verification (MRV) processes (under activity 1.1.2);

•    SO3 Recommendations for the members of Covenant of Mayors Signatory Municipalities’ Coordination Group of Climate Change Council on measuring, reporting and verification (MRV) processes (under activity 1.1.3);

•    SO4 Working procedures to ensure a smooth functioning of Covenant of Mayors Signatory Municipalities’ Coordination Group of Climate Change Council for ETF implementation at the municipal level (under activity 1.2.2);

•    SO5 Guidelines for the development of municipal SECAPs (under activity 1.2.4);

•    SO6 Technical assistance on development of municipal SECAPs (under activity 1.5.2);

Planned activities are as follows:

The following work steps are needed within the assignment:

Step 1. Elaborate a concept on modalities, procedures and guidelines (MPGs) for ETF implementation at the municipal level (concept on “municipal level MPGs”) [Project Activity: 1.1.1]; 

This task includes review of relevant laws and identification of legal basis for elaboration of concept on MPGs for ETF implementation at municipal level (concept on municipal level MPGs)

Step 2. Present a concept on MPGs for ETF implementation at the municipal level (concept on “municipal level MPGs”) to the Covenant of Mayors Signatory Municipalities’ Coordination Group (Coordination Group) of Climate Change Council [Project Activity: 1.1.2]; 

This task includes preparation of presentation on pre-developed concept on MPGs for ETF implementation at municipal level (concept on municipal level MPGs) in order to consider and agree on key principles of the concept.

Step 3. Develop MPGs for ETF implementation at the municipal level based on agreed/endorsed concept [Project Activity: 1.1.3];

This task includes provision of methodology, guidance for planning of desk review, and legal and institutional gap analyses and recommendations for implementation of municipal level MPGs in municipalities which are signatories to the Covenant of Mayors for Climate and Energy;

Step 4. Develop working procedures of Coordination Group of the Climate Change Council [Project Activity: 1.2.2];

This task includes provision of methodology, guidance for planning of desk review, and institutional gap analyses and recommendations for launching the work of the Coordination Group.

Step 5. Develop the following basic guiding documents to support ETF implementation at the municipal level [Project Activity: 1.2.4] and providing technical assistance on procedures for SECAP development to the municipalities [Project Activity: 1.5.2]

This task includes:
•    provision of methodology and guidance for planning of desk review;
•    support and technical advice for drafting working procedures to ensure smooth functioning of Multi-stakeholder MDCP for ETF implementation at municipal level;
•    support and technical advice for development of basic guiding documents to support ETF implementation at municipal level.

Based on outputs of Steps 1 drafting the template for the SECAP individual chapters and mockup for development software tools to support ETF implementation at the municipal level.

Qualifications and Experience:

–    Master’s degree in natural sciences and/or related fields;
–    Two years of working experience in climate change field;
–    Working on national systems and MRV development in climate (will be an asset);
–    Good analytical and managerial skills, ability to express ideas clearly and concisely both orally and in writing;
–    Ability to plan and manage tasks independently;
–    Good interpersonal and communication skills;
–    Fully experienced with computer software and other office equipment.

•          Good language abilities in Georgian and English (writing, reading, speaking) are necessary
