The Regional Environmental Centre for the Caucasu (REC Caucasus) announces a competition for the Selection of Agro-Ecotourism Attraction Sites to Support Expansion and Development of of Agro-Ecotourism Activities, with a Focus on Local Meskhetian Vine and Wheat Landraces n Samtskhe-Javakheti Region of Georgia, Expansionwithin the Global Environmental Facility (GEF) funded project “Sustainable Management of Agricultural Biodiversity in Vulnerable Ecosystems and Rural Communities of Samtskhe-Javakheti Region in Georgia”.
The project aims to support the improvement of livelihoods at the local level through the introduction of sustainable management of agricultural biodiversity, and to promote the restoration-distribution of endemic vine and wheat varieties local in Samtskhe-Javakheti and their introduction into agro-production.
In order to achieve the mentioned goal, along with a number of measures, the project envisages supporting agro-ecotourism through a range of measures during the project – 2025 -2026.
The total amount allocated to support each Agro-ecotourism Attraction Site will be determined based on the specific needs outlined in the selected applications.
The maximum total value of the support for one Agro-Ecotourism Attraction Site will be USD 50,000 (or its equivalent in Georgian Lari (GEL)). REC Caucasus will contribute 55% of this amount, while beneficiary is expected to provide remaining 45% in-co-financing in the form of cash or in-king contribution.
Participation: Participation is open for all Agricultural Family Farms from Samtskhe-Javakheti region, operating and locating in Aspindza, Akhaltsikhe, Akhalkalaki, Ninotsminda, Borjomi and Adigeni Municipalities.

Preliminary Agreement: A preliminary cooperation agreement will be signed between the Regional Environmental Centre for the Caucasus (REC Caucasus) and the owner/farmer of the Agro-Ecotourism Farm selected through the competition.
Subject of the Preliminary Agreement:
The subject of the agreement will the establishment of the cooperation based on key principles to Support the Expansion and Development of Agro-Ecotourism Attraction Site in Samtskhe-Javakheti, with a focus on the cultivation of local Mesketian vine and wheat landraces
Applications Selection Criteria: The selection of applications will take place in two stages.
At the first stage, applications will be reviewed based on their compliance with the competition requirements and conditions outlined in the competition for proposals.
At the second stage, site visits will be conducted to the Agricultural Family Farms indicated in the shortlisted applications. These farms will be assessed in accordance with the evaluation criteria defined in the document titled “Competition Criteria for the Selection of Agro-Ecotourism Attraction Sites To Support the Expansion and Development of Agro-Ecotourism Activities, with a Focus on Local Meskhetian Vine and Wheat Varieties in the Samtskhe-Javakheti Region of Georgia” (see file: Competition Criteria – 052REC_G-GEF-AGROBIO-2302_Criteria for the Selection of Agro-ecotourism Attraction.docx). The site visits and evaluations will be conducted by a Selection Committee established by the Regional Environmental Centre for the Caucasus (REC Caucasus), with the involvement of representatives from the National Tourism Administration of Georgia.
At the final stage, the decision will be based on the results of the on-site evaluation. Two (2) Agro-Ecotourism Family Farms will be selected. Following the selection, preliminary cooperation agreements will be signed with the respective farm owners/farmers.
After the signing of the preliminary agreement, REC Caucasus may request additional information from the selected applicants. This will serve as a basis for the verification, clarification, and detailing of administrative, legal, technical, and financial matters, which will ultimately be reflected in a legally binding final agreement “On Co-Financing for the Support of Expansion and Development of Agro-Ecotourism Activities.”

კავკასიის რეგიონული გარემოსდაცვითი ცენტრი (REC Caucasus) აცხადებს შესარჩევ კონკურსს სამცხე-ჯავახეთის რეგიონში აგრო-ეკოტურისტული საქმიანობის გაფართოებისა და განვითარების მხარდაჭერის მიზნით ადგილობრივი ვაზისა და ხორბლის მოყვანაზე ორიენტირებული საოჯახო ტიპის სასოფლო მეურნეობების შესარჩევად, გლობალური გარემოს დაცვის ფონდის (GEF) საგრანტო პროექტის „აგრარული ბიომრავალფეროვნების მდგრადი მართვა სამცხე-ჯავახეთის რეგიონის მოწყვლად ეკოსისტემებსა და სასოფლო დასახლებებში“ ფარგლებში.
პროექტი მიზნად ისახავს აგრარული ბიომრავალფეროვნების მდგრადი მართვის დანერგვის გზით ადგილობრივ დონეზე შემოსავლების ზრდის მხარდაჭერას და ამისათვის სამცხე-ჯავახეთში ვაზისა და ხორბლის ადგილობრივი ენდემური ჯიშების აღდგენა-გავრცელებასა და აგროწარმოებაში დანერგვის ხელშეწყობას.
ხსენებული მიზნის მისაღწევად, მთელ რიგ ღონისძიებებთან ერთად, პროექტი ითვალისწინებს აგრო-ეკოტურიზმის მხარდაჭერას სხვადასხვა მიმართულებით – 2025-2026 წ.წ.-ის განმავლობაში.
აგრო-ეკოტურისტული ობიექტის მხარდასაჭერად გათვალისწინებული მთლიანი ღირებულება განისაზღვრება შერჩეულ განაცხადებში მითითებული მოთხოვნების შესაბამისად.
მხარდაჭერისათვის გათვალისწინებული მთლიანი ღირებულების მაქსიმალური ოდენობა ერთი აგრო-ეკოტურისტული ობიექტისათვის იქნება 50,000 აშშ დოლარი (ექვივალენტი ლარში), საიდანაც კავკასიის რეგიონული გარემოსდაცვითი ცენტრის (REC Caucasus) მიერ თანადაფინანსების მოცულობა შეადგენს 55%-ს, ხოლო ბენეფიციარის მიერ თანამონაწილეობის მოცულობამ უნდა შეადგინოს 45%-ი ფულადი ან/და არაფულადი (in-kind) თანამონაწილეობის სახით.
კონკურსში მონაწილეობა: კონკურსში მონაწილეობა შეიძლება მიიღოს სამცხე-ჯავახეთის რეგიონში არსებულმა სასოფლო-სამეურნეო საოჯახო მეურნეობებმა, რომლებიც მდებარეობენ და საქმიანობას ეწევიან ასპინძის, ახალციხის, ახალქალაქის, ნინოწმინდის, ბორჯომისა და ადიგენის მუნიციპალიტეტებში.

წინასწარი ხელშეკრულების საგანი: წინასწარი ხელშეკრულების საგანი იქნება სამცხე-ჯავახეთის რეგიონში ადგილობრივი მესხური ვაზისა და ხორბლის მოყვანაზე ორიენტირებული სასოფლო-სამეურნეო საოჯახო მეურნეობებისათვის აგრო-ეკოტურისტული საქმიანობის ხელშეწყობისა და განვითარების მხარდაჭერის მიზნით თანამშრომლობის შესახებ ძირითადი პრინიციპების თაობაზე.
განაცხადების შერჩევის კრიტერიუმები: განაცხადების შერჩევა მოხდება ორ ეტაპად.
პირველ ეტაპზე, განაცხადების შერჩევა მოხდება წარმოდგენილი განაცხადების საკონკურსო პირობებთან შესაბამისობის დადგენის საფუძველზე.
მეორე ეტაპზე, მოხდება შერჩეულ განაცხადებში მითითებული საოჯახო მეურნეობების ადგილზე დათვალიერების გზით მათი შეფასება – „აგრო-ეკოტურისტული საქმიანობის გაფართოებისა და განვითარების მხარდაჭერის მიზნით სამცხე-ჯავახეთის რეგიონში ადგილობრივი ვაზისა და ხორბლის მოყვანაზე ორიენტირებული სასოფლო-სამეურნეო საოჯახო მეურნეობების შესარჩევი კონკურსის პირობებით“ დადგენილი შეფასების კრიტერიუმების მიხედვით (იხ. ფაილი – კონკურსის პირობები – 052REC_G-GEF-AGROBIO-2302_Criteria for the Selection of Agro-ecotourism Attraction.docx) საფუძველზე. ადგილზე დათვალიერება და შეფასება მოხდება კავკასიის რეგიონული გარემოსდაცვითი ცენტრის მიერ შექმნილი საკონკურსო კომისიის მიერ – სსიპ „ტურიზმის ეროვნული ადმინისტრაციის წარმომადგენლების“ ჩართულობით.
საბოლოო ეტაპზე, გადაწყვეტილება მიიღება შემოთავაზებული მეურნეობების საველე დათვალიერების გზით შეფასების შედეგების საფუძველზე და შეირჩევა 2 (ორი) აგრო-ეკოტურისტული საოჯახო მეურნეობა. საბოლოოდ შერჩეულ მეურნეობების მესაკუთრეებთან/ფერმერებთან გაფორმდება წინასწარი შეთანხმება თანამშრომლობის თაობაზე.
წინასწარი შეთანხმების გაფორმების შემდეგ კავკასიის რეგიონულმა გარემოსდაცვითმა ცენტრმა (REC Caucasus) შეიძლება მოითხოვოს დამატებითი ინფორმაცია – რის საფუძველზეც მოხდება ადმინისტრაციული, სამართლებრივი, ტექნიკური და ფინანსური საკითხების გადამოწმება, დაზუსტება და დეტალიზაცია – რაც საბოლოოდ ასახული იქნება იურიდიული ძალის მქონე საბოლოო შეთანხმებაში „აგრო-ეკოტურისტული საქმიანობის გაფართოებისა და განვითარების მხარდაჭერის მიზნით თანადაფინანსების თაობაზე“.
