Announcement of Procurement of Construction Services for the Establishment of Cold Storage Facility Building, Greenhouse and Additional Equipment for Grafting Facility to Establish Vine Nursery for Local Meskhetian Grapevine varieties in Samtskhe-Javakheti

The Regional Environmental Centre for the Caucasus (REC Caucasus) as executing entity is implementing of the Global Environment Facility (GEF) funded project “Sustainable Management of Agricultural Biodiversity in Vulnerable Ecosystems and Rural Communities of Samtskhe-Javakheti Region in Georgia”.
The project aims to support the improvement of livelihoods at the local level through the introduction of sustainable management of agricultural biodiversity, and to promote the restoration-distribution of endemic wheat and vine varieties local in Samtskhe-Javakheti and their introduction into agro-production.
REC Caucasus is seeking for procurement of construction services contract to be concluded for the purpose of provision of construction of a Cold Storage Facility Building, Greenhouse and Additional Equipment for the establishment of Vine Nursery for local Meskhetian grapevine varieties in Samtskhe-Javakheti.
1. DURATION OF THE ASSIGNMENT
Assignment is envisaged to be carried out during the period from December, 2025 to April, 2026 (5 months).
2. TERMS OF REFERENCE
For details on the services to be provided (technical specifications, deliverables, qualification requirements etc.) please refer to the attached Technical Specifications – see in Section 8 of this announcement.
3. PARTICIPATION
Participation is open to all legal and physical persons – residents of Georgia, having the relevant experience minimum 5 (five) years of professional experience in the relevant field and should be registered in accordance with the Law of Georgia on Entrepreneurs.
The service have to be delivered in 3 Lots (the details of each LOTs is given in Annex 2):
Lot 1. Construction of a Cold Storage Facility Building on 130 m² Area

| General Requirements:
The stratification chamber, cold storage room, grafting hall, and sanitary facility must be located within the same building. The building and internal partitions must be constructed from 10 cm sandwich panels and the height of the ceiling should be 3 meters. The floor should be reinforced monolithic concrete, polished concrete, equipped with floor drains. |

5. EVALUATION
Evaluation will be made in accordance with the quality/price-based selection method per REC Caucasus procedures and rules. The best value for money will be established by weighing technical quality against price on an 60/40 basis.
The quality of each technical offer will be evaluated in accordance with the award criteria and the associated weighting as detailed in the evaluation grid specified in the Terms of Reference.
6. NOTIFICATION OF AWARD AND SIGNATURE OF THE CONTRACT
Only successful applicant will be contacted and informed (via e-mail) that its application has been accepted.
Within 5 working days of receipt of the contract, the selected applicant shall sign and date the contract and return it to the REC Caucasus for counter signature.
Failure of the selected applicant to comply with this requirement may constitute grounds for the annulment of the decision to award the contract. In such a case, the REC Caucasus may award the contract to another applicant or cancel the selection procedure.
The other applicants will be informed on the outcomes of the selection process on their demand (via e-mail).
7. DEADLINE FOR SUBMISSION
The deadline for submission of applications: 10 December, 2025, 15:00 of Local Time (GET).

კავკასიის რეგიონული გარემოსდაცვითი ცენტრი (REC Caucasus) აცხადებს ღია ტენდერს სამშენებლო მომსახურების შესყიდვაზე, რომელიც გულისხმობს სამცხე-ჯავახეთში მოსაწყობი ვაზის ადგილობრივი მესხური ჯიშებისათვის სანერგე მეურნეობისათვის სამაცივრო მეურნეობის შენობის მშენებლობას, სათბურის მოწყობას და სამყნობი დარბაზისათვის საჭირო დამატებითი აღჭურვილობის შესყიდვას.
გასაწევი მომსახურების შესახებ დეტალებისთვის (ტექნიკური სპეციფიკაციები, შესასრულებელი სამუშაოები, საკვალიფიკაციო მოთხოვნები და სხვ.), იხილეთ ამ განცხადების მე-9 ნაწილში.
ტენდერში მონაწილეობა შეიძლება მიიღოს საქართველოს რეზიდენტმა იურიდიულმა და ფიზიკურმა პირმა, რომელსაც აქვს არანაკლებ 5 (ხუთი) წლიანი გამოცდილება და რეგისტრირებულია „მეწარმეთა შესახებ“ საქართველოს კანონის შესაბამისად.

შეფასება განხორციელდება ხარისხზე/ფასზე დაფუძნებული შერჩევის მეთოდის შესაბამისად, კავკასიის რეგიონული გარემოსდაცვითი ცენტრის პროცედურებისა და წესების მიხედვით. საუკეთესო ღირებულება დადგინდება ტექნიკური ხარისხის ფასთან 60/40 შეწონვის საფუძველზე.
ტექნიკური წინადადების ხარისხი შეფასდება კრიტერიუმებისა და ქულების შესაბამისად, ტექნიკურ დავალებაში მოცემული შეფასების ბადის მიხედვით.
დაკავშირება ხდება მხოლოდ გამარჯვებულ განმცხადებელთან და შეტყობინება ეგზავნება ელექტრონული ფოსტის მეშვეობით, რომ მისი განაცხადი მიღებულია.
ხელშეკრულების მიღებიდან 5 სამუშაო დღის ვადაში, შერჩეულმა პირმა ხელი უნდა მოაწეროს მას და დაათარიღოს ხელშეკრულება და დაუბრუნოს კავკასის რეგიონულ გარემოსდაცვით ცენტრს ხელმოწერისათვის.
აღნიშნული მოთხოვნის შეუსრულებლობა შეიძლება გახდეს საფუძველი ხელშეკრულების მინიჭების გადაწყვეტილების გაუქმებისთვის. ასეთ შემთხვევაში, REC Caucasus-ს შეუძლია ხელშეკრულება სხვა კანდიდატს გადასცეს ან შეაჩეროს შერჩევის პროცედურა.
დანარჩენ კანდიდატებს შერჩევის შედეგების შესახებ ინფორმაცია მიეწოდებათ მათი მოთხოვნის შემთხვევაში (ელექტრონული ფოსტით).
